Rush said next thing the FCC will do is issue “waivers.”
We’ve seen that before, too:

One of the largest scandals ( mid 80s ) in the USAF was uncovered at Keesler AFB, involving a General running a “Escort Service” out of one of the Buildings on base for VIPs, and some of them were Congressional.
