NASCAR clarifies some rules: NASCAR, which announced last month that teams would not be allowed to flare the side skirts, released the penalty for that violation and other unapproved adjustments teams make during a race. Teams who make unapproved adjustments under caution will have to come back in under caution, fix the car, restart at the rear of the field and then do a pass-through on pit road at pit-road speed under green. Teams who make unapproved adjustments under green will have to come in under green and fix the car to NASCAR's satisfaction. If NASCAR identifies a crew member who makes the illegal adjustment, it will issue that person a warning on the first offense and increase the sanctions for additional offenses. The procedure was released Thursday morning in a wide-ranging bulletin issued to teams. NASCAR also put into writing what happens if two drivers tie at the finish of a race, a rarity considering that the combination of NASCAR's timing system and its cameras at the finish line typically allow for NASCAR to determine finishing order. But if NASCAR can't break a tie, the driver who has led the most laps will be awarded the higher finish. If no driver has led a lap, then it would be the driver who has spent the most laps in second. Then if still tied, whoever has run the most laps in third, then fourth, etc.
In another rule clarification, NASCAR put into writing a policy that it could take away a driver's qualifying time if it determines that the driver impacted the qualifying lap of another driver -- such as coming off pit road and cutting in front of a driver already on the track during the group qualifying session.(ESPN)(2-13-2015)

Stewart flagged for not weighing in: #14-Tony Stewart opened Speedweeks with a weighty -- and heated -- issue. Stewart was visibly upset Friday as he stormed through the garage after getting black flagged for failing to step on a scale before getting behind the wheel. Stewart was one of 25 drivers practicing for Saturday night's exhibition Sprint Unlimited, but one of just three who didn't weigh in before the session started. Joe Gibbs Racing teammates #11-Denny Hamlin and #18-Kyle Busch also had to return to the scale after getting in their cars. Stewart didn't heed the initial call. NASCAR eventually flagged Stewart, ordering him back to the garage to get weighed. But he refused, and when he did finally park his car after his practice run ended, Stewart and crew chief Chad Johnston were called to the NASCAR hauler for what likely was a stern lecture about following the rules. They emerged 10 minutes later, and Stewart headed straight for the scale. Stewart refused to answer questions about what happened on the track and in the hauler, but was overheard telling teammate Kevin Harvick's crew that he was called in because he didn't weigh in and didn't heed the black flag. Each driver is required to step on the scale so the minimum car weights can be calculated. Heavier drivers, like Stewart, can have slightly lighter cars.(

NASCAR no longer regulating minimum air pressure requirements: NASCAR will not regulate minimum air pressure requirements this season, giving crew chiefs more control of how little they put in their tires but also increasing the risk of a blowout. Goodyear will continue to provide teams with a minimum tire pressure recommendation. Previously, NASCAR mandated the right front tire pressure and, in some cases, left-front tires. Now, it is up to teams to determine how low they inflate their tires. Robin Pemberton, senior vice president of competition, said NASCAR is allowing teams to police themselves in this area. "With Goodyear constantly working on their communications with the teams on tire durability, it's putting it in the team's hands for different strategies,'' he told NASCAR Talk Friday at Daytona International Speedway. "How low they think they can go.'' Greg Stucker, Goodyear's director of race tires sale, said: "(Teams) have to make those calls. We try to give them as much data as we can for them to make those types of decisions.'' Pemberton said officials are working on having a tire pressure monitoring system on the dashboard to give drivers a warning when tire pressure is too low. Pemberton said that the system is "a ways away" from happening.(

Highlights of NASCAR's changes on pit road in 2015:
" Number of officials on pit road during race reduced from 43 to 10.
" 45 HD cameras will be mounted on the grandstand side of each track and directed toward pit road to monitor pit stops and officials call or clear penalties.
" Every camera looks at two pit stalls and the cameras record 100 percent of the race.
" Video feeds from cameras are fed to a production truck in the TV compound where eight NASCAR officials monitor stops for violations.
" Pit road speeding penalties will still be called from race control based on scoring loops.
" Pit stalls are laser measured
" Missing Lug Nuts are no longer a penalty.NOT GOOD, PEOPLE WILL GET HURT FROM THIS!!!
" Fueling can start once car is stopped.
" Fueling can continue until car leaves pit stall.(2-14-2015)
