The states have never delegated to the feds, expressly via the Constitution, the specific powers to regulate, tax and spend for either immigration purposes or intrastate public safety purposes.

And if the state legislatures still uniquely controlled the Senate, the Senate probably would have killed the House bill that appropriated taxpayer dollars for such purposes. Such funding should have never left the states.
