Longview police release video of officer-involved shooting

Longview police have released a video of an officer-involved shooting in which a teenager was killed. Longview Police Department Chief Don Dingler addressed the incident during a conference Wednesday before the department aired the video.

No it wasn't. If the cop had followed standard basic procedure for his protection and the suspects, he would have never had to shoot the suspect, and in fact she would be alive today.

Correct.

It looked more like he was assaulting her and molesting her than following standard basic procedure.

I believe your antagonist admitted that the officer was out of line earlier in the thread:

By saying this, chris37 has, in effect, stated that she would be alive today if the officer had followed standard basic procedure.

All he needed to do was cuff her as he had the opportunity multiple times...Or just sit on her like he was until the other officers arrived.

I’ve never seen anything like this video...

The officer blew it big time.

he FACT IS that she tried to kill him, thus she is dead, and justifiably so.

She's dead because the cop did not follow really basic procedure which he is trained to do, and because of that, he shot her to death.

This cop will not only be out of a job, but the big dollar lawsuits will follow...

Yes, they do, and sometimes it costs them their lives as it did in this case.

The questions is, did the officer fail to secure the suspect when he repeatedly had the opportunity? No he did not.

I think you mean to say that yes he did fail to secure her when he repeatedly had the opportunity. I have already stated that I expect that he should have done that too, however not securing her does not then give her the right to charge him with a knife. Her doing that most certainly gave him the right to shoot her regardless of any procedural mistakes he may have made.

What was he supposed to do, say oh I should have cuffed her when I had the chance, but since I didn't do that, I'm just going to stand here and let he stab me in the chest?

Did the officer fail to follow basic standard procedure? Yes he did.

From what I have seen so far, I would agree with this, however I am going to wait for investigation results before making that determination for myself. It is possible that we do not have all necessary information at this time.

If he never found the knife on her, she could have still done what she did even cuffed, if he cuffed her front side, or if she was slight enough to slip cuffs from behind.

Cuffs are no fool proof guarantee that a suspect is not a danger. It really depends on how dangerous a suspect wishes to make himself or herself. From what I could see of this young lady, she darn well chose to make herself quite dangerous, so here we are.

Well, I have no idea what the officer was thinking, but I know what I saw in the video. None of this needed to happen. And I can not explain his actions or lack of.

But based on the video, this should have resulted in a simple arrest and a mental referral for the young lady.

End of story.

As I stated, even if he cuffed her, there are still ways that she could have done the exact same thing.

That’s not to say that he should not have cuffed her, because I think that he should have, and it is certainly quite possible if not probable that he will face discipline as a result of not doing so.

HOWEVER,

Does the fact that he did not cuff her give he the right to charge and try to stab him?

Does the fact that he did not cuff her mean that he forfeited his right to defend his life?

Once a suspect is cuffed, the next basic procedure is to search the suspect. This is for the protection of the officer AND the suspect...Again, really basic stuff.
