I strongly suspect that obama influenced the report, to the point of extreme mitigation, so that any punishment will be minimal.
And the good Major General is probably still thanking his lucky stars that he is going to be allowed to retire as a Major General.

Sergeant Major, wouldn’t be surprised if there is some sort of plea deal, pleas guilty, gets a BCD, reduction in grade, no confinement. Not sure about forfeiture of all pay and allowances.
