I don't know if you've ever been to NYC but I get there regularly.I can assure you that 6 inches of snow ties the city up for days.Two feet will be far uglier.Buffalo's accustomed to this kind of thing...but not Gotham.

it's remarkable that these two cities are in the same state but react as if they are worlds apart.

Right.

Buffalo gets a lot more snow than New York City does, especially the "lake effect" snow that buries the city in the late fall and early spring.

The problem is that the New York City metro area has a population that is nearly 20 times larger than Buffalo's (about 20 million vs. 1.1 million). If you put 20 million people in Buffalo a snowstorm would be a complete disaster.

The amount of people in NYC is far more than in Buffalo. Also NYC is a large city whereas Buffalo is a small city at best. These two cities are in reality worlds apart.
