Texas Sen. Ted Cruz took a swipe at Mitt Romney on Monday, saying that Republicans path to the presidency doesnt cut through the mushy middle.

I know he appears to be running but has he actually announced it? There are sorts of fundraising, filing, and reporting rules that apply once you officially announce a run. It makes sense to delay that as long as possible, as long as you can still build up the infrastructure you're going to need.
