No. A Present vote means the vote is not counted. Eventually, enough present votes could create a plurality. In that plurality, Pelosi could step in, create her own mini-majority, and wind up speak of the House again.

Present would have been fine. My newly elected congressman voted "Present" and is catching hell all over the internet. Rightly so.
He knew his voters wanted him to vote "No" to Boehner.
