I would say Paxon was the “mastermind” if there was a single mastermind. Dick Armey allegedly backed out because Paxon would have been Speaker instead of him. Some sources say Boehner dreamed the idea up and wanted Paxon as SOH. BUt what you say makes sense as well. Guess who's wife was a Keynote Speaker at the 1996 Bob Dole Says Big Tent Freak Show?
