I think you have it backwards. It's now up to the states to ignore the federal government. Let Obama, McConnell, and Boehner roll tanks into downtown Montgomery or Frankfort or Nashville or Jackson.

What the COS does is give legitimacy to the states' rebellion. It's like what others have said about Jefferson and Adams wanting the declaration of independence. It was so foreign allies could legitimately support the colonies.
