They have hit a few pirating and torrent services, but for all that they have done, there is still plenty of Internet bootlegging going on. The Internet bootleggers adapt too, as well. The government makes their own nice sanctuaries, but outside there, they aren’t apparently effective.

The pirates and hackers are already using alternate DNS roots to evade the censors. Tor doesn’t even use DNS (IIRC), just IP addresses.
