At most, they can issue a judgment against the estate of the deceased, but not against the survivors. (In 11 states, they can go after the spouse before the estate, though.)

So many problems implementing reparations - but only if you try to maintain some pretense of of truth or logic.
1. Slavery was legal. No crime was committed on which to base a claim.
2. If we are going to start making things crimes retroactively, lets also retroactively outlaw taking welfare if you are able to work, and claw back all the wealth that was wrongfully stolen from taxpayers through this human rights violation that should have been illegal, even though it wasn’t.
2. If liability will now be inherited and or collectivized, then blacks will also need to make reparations for crimes and torts committed by their ancestors, and other blacks. The great bulk of slaves in the Americas were enslaved by black tribes in Africa, many of whom became the local ruling elites. The wealth of those tribes and nations, like the Ibo of Nigeria, must also be redistributed. Also, many crimes have been committed by individual blacks over the centuries, for which full restitution has not been made. And the cost of their incarceration too. I have personally been robbed and burglarized by blacks, and have scars from it. WHAAA! I want my MotherF*@&!%& Money!
3. Those people of mixed race descent like Jesse Jackson, Barack Obama, and Louis Farrakhan (the majority of African-Americans in fact), would need to establish what percentage of their self is owed reparations, what percentage owes reparations, and to what degree. For example, Obama, with no “slave blood” would have no claim for reparations.
4. The descendants of those blacks who owned or profited from slaves must be scrupulously identified to recoup the ill-gotten gains from their descendants. There were so many black slave owners around New Orleans that they raised a whole Brigade for the Confederacy. In fact, the first person in North America to establish legal ownership over another person for life under English law was a black man named Anthony Johnson. No more than three percent of the white population of the United States ever had slaves.
5. The value of reparations already made, such as the value of freeing slaves, the lives of the hundreds of thousands who died to enable the freeing of slaves, the financial hardship imposed on their widows, orphans and every generation of those families since and until the end of time, the forty acre plots with mules, and so on should be calculated. The great bulk of the slave population in what is now America was initially enslaved by Africans, and freed by Americans.
How about we do repatriations rather than reparations?
