Maybe time to start hunting over bait ........ put a cop in a marked cruiser that has been hardened to level 7 with a bag of doughnuts watching blazing saddles on his toughbook laptop then post a counter sniper team or three or four on overwatch........kneecap, kneecap win win ......
Yeah, if it can be done safely, I much prefer kneecap to between the eyes. It gives the perp more time to reflect on his own stupidity. And the shooter doesn’t have to wrestle with causing another’s death.
