Why is there a deadline for signing up for insurance? Why can’t I buy insurance from whomever I want whenever I want? Just like car insurance, home insurance, life insurance or whatever?

Limited open sign up periods are nothing new. I remember dealing with one in the 80s. Part of the reason is so that people don't wait to sign up at their convenience until they get sick, especially now that coverage can not be excluded for pre-conditions.

You can enroll when you have an qualifying event, like job loss.

I imagine there is an enrollment period to stop people from enrolling after they get sick then dropping coverage until the next time they get sick, because pre-existing conditions are covered. It would be like your car insurance covering an accident you had before you got the insurance. The insurance companies would go broke that way.

I’ll answer my own question.

I believe the answer is John Roberts.
