Yes, this is happening.
Because the US Army needs a few extra bucks. Thats why. Very soon you will be able to buy a surplus Army-issue Humvee at prices starting around $10,000. Yep, this is the real deal. According to Yahoo News and the Army Times, the US Department of Defense will auction off as many as 4,000 military-spec Humvees, instead of sending them to scrap yards. The first batch of 25 Humvees is heading to the auction block tomorrow.
Obviously these retired vehicles arent in perfect condition, most having been built between 1987 and 1994. They have anywhere from 1,361 to 38,334 miles of military service, carrying everything from troops to equipment. Before any of these Humvees is auctioned, they will be inspected for any significant defects and stripped of any "military characteristics."
That means no body armor or mounted 50 caliber machine guns. Sorry, militia guys. The new owners will be responsible for arranging transportation within three days of the sale, and no titles will be offered. Multi-fuel, I believe, although diesel. I wouldn’t have one given to me, too much trouble and expense.
From what I understand, they are not street acceptable without massive modification. Heard that on FOX earlier today.

Probably some vanity transportation service like Uber will buy some for their rich adult “boys”, who will be boys, even if it costs and arm and a leg.
I read a day or so ago that they could only be used off-road.
Might be a good vehicle for folks with big ranches, farms or large hunting properties.

Assuming they don’t let you title it as a military vehicle in the first place. Some do.
All HMMWVs are powered by a GM 6.2L/6.5L turbodiesel V8. There was some talk of upgrading them with Cummins engines after they began to be uparmored, but nothing came of that.
That’s because they replaced all the M151s with CUCVs and HMMWVs. No more M151s to sell at surplus because they didn’t have any more period. :P
Actually, tires for them are really cheap at the moment. $100 per 4 isn’t uncommon, which is why quite a few people are starting to use them on their offroad rigs.
They don’t fit in normal garages, they need to be tied up outside in the back yard like a mutt.
