Reducing that 25 day waiting period, makes it a lot harder for businesses to make their case to their employees.
It takes time to develop a clear and concise policy, and present it to employees so they can understand why joining the union might not be the great idea they thought it would be.
Once the presentation is made, the employees need a cooling off period to weigh the issues and make a determination for themselves.
This will make it easy for unions to railroad businesses.
