I didn't know much about Usmanov's background other than his being a Russian "oligarch". Turns out he's originally from Uzbekistan and a Muslim, though probably not a very observant one since (according to Wikipedia) he married a Jewish woman.

As an oligarch, Usmanov no doubt has ex-KGB or mafia ties (or both) as a pre-requisite for getting rich in Russia, but this is still a noble gesture.
