There was a prior grand jury ruling where a police officer was not indicted. I don’t remember all of the particulars, but I do remember that someone on CNN said that a judge ordered it to go back to another grand jury trial because he said that lies were told when testimonies were being taken.
I’m not sure if that is the only reason a 2nd grand jury trial can be ordered by a judge...

I am not keen on retrying acquitted folks for federal civil rights
Its never been fairly applied and smacks of double jeopardy
The feds use it to circumvent jury nullification when victims are black
If I’m wrong about grand juries being one shot I’ll stand corrected
