Sure; look at their population losses as they seek other “makers” to pay for them as “takers”.
Newark NJ has areas that were never rebuilt after the riots nearly 50 years ago, and their population has never recovered. They have a small downtown centered around a transit hub, an airport far removed from population centers, and miles of welfare recipients to fund from those sources. Not much chance of recovering at this point; businesses fleeing NYC make a point of avoiding Newark altogether. They tried to force the NJ Nets into their new arena there, but the Russian owner (probably realizing that welfare populations can’t afford tickets or jerseys) moved them to Brooklyn instead.
