The San Diego is more conservative than other parts of CA and it’s an internet poll, but still it’s pretty lopsided.
No doubt, Obama has evidence that this usurpation of power will help Democrats strategically in certain states heading into 2016. CA doesn’t matter - its electoral votes will go to the Dem.
FL, NV, NM, AZ are states Dems have to have and all of them have Republican governors and most have Republican legislatures. This is an effort to counter those advantages.
