It's more a twisting of statistics.
Thankfully,known criminals mostly always kill other known criminals. In very large numbers, and often well before any cop even gets a chance to kill even one of them!(sarcasm)
Prior to conviction criminals (or in your opinion: non-criminals) are not really non-criminal citizens.
I didn't grow up in a black hoodlum run community, just a semi-rural white hoodlum run community.

Poor white trash people don't riot when the cops manage to take out a player. We breathe a silent sigh of relief.
