I’m afraid that’s not the case. Grumpy Cat (real name Tarder Sauce) is female, and can most certainly walk - see https://www.youtube.com/watch?v=GT1oCrqfmC8 at 0:45 and 2:23. She does suffer from feline dwarfism, but is from all accounts happy and healthy.
