However, the reverse situation with a native Swede saying a slur that could be perceived as racist has severe civil and criminal charges.

These damn fools. I spent some time in Sweden in the early 1970s, it was a beautiful unspoiled place and crime was almost unknown.
Since this country seems to have no real men left the best thing we can do is to airlift the women and children out.
