Translation: where's a brutha to stash his haul and where's he to go when the PO-lice are in hot pursuit?

Proposed Rules of Engagement

1) The first priority shall be preservation of human life.
2) Channels of communication will be established so that situations can be de-escalated if necessary.
3) Police will give protesters 48 hour advance notice before grand jury decision is announced.
4) Police will provide to the public information that makes clear the chain of command, who is making what decisions and the processes for deciding when the police response will be escalated.
5) Every attempt should be made to communicate with protesters to reach "common sense" agreements based on these protocols, both ahead of time and at the scene of protests.
6) Clear standards of professionalism and sound community friendly-policing will be maintained and adhered to at all times.
7) Police will wear only the attire minimally required for their safety. Specialized riot gear will be avoided except as a last resort.
8) Crowd control equipment such as armored vehicles, rubber bullets, rifles and tear gas will not be used.
9) Police or other government authorities will not interfere with the free flow of information through tactics such as limiting cell or internet access, interception of cell or other mobile conversations or unwarranted wiretaps.
10) Every attempt will be made to pinpoint arrests so that only individual lawbreakers will be arrested. "Kettling" and mass arrests will not be used.
11) Safe houses shall be considered sacred ground and only entered by police when called upon or if extremely necessary.
12) Media and Legal Observers shall not be considered participants in protests and shall be allowed to do their jobs freely.
13) Every attempt will be made to provide alternate routes or other means for non-involved persons to get to places of employment and meet other transportation necessities.
14) Strategically, police commanders will allow protests to take and occupy larger and more disruptive spaces than would normally be tolerated, and will allow occupation of those spaces for longer periods of time than would normally be tolerated.
15) Police will be instructed to be tolerant of more minor lawbreaking (such as thrown water bottles) when deciding whether to escalate the use of force.
16) Police rank and file will be instructed to provide every latitude to allow for free assembly and expression, treating protesters as citizens and not "enemy combatants."
17) Excessive force and other forms of police misconduct will not be tolerated.
18) Intimidation and harassment of protesters will not be tolerated. This includes pretextual pedestrian or traffic stops, contacting of employers or family members, pre-emptive arrests or detention of "leaders," publishing of private information and any other means of intimidation and harassment.
19) Bond for arrestees will not be set above the levels which would be considered average over the last two years, and arrestees will not be held for periods longer than average lengths of time. Medical care will be liberally made available. Attorneys will be able to travel to and meet with clients without impediments.

Hmm, no restriction on the rioters???

Most of us can imagine full well what is about to take place.  And here we see those planning the violent protests, seeking to limit the down-side of their treachery.

What this is, is a statement that can be handed to people they are recruiting to take part in this..



Proposed Rules of Engagement
    Our insurance policy

01) The first priority shall be preservation of human life.  (that would be protester's lives, not law enforcement lives  Ex: Brown vs Police officer)
    No matter what we do, we should never have to fear for our lives?

02)
Channels of communication will be established so that situations can be de-escalated if necessary.
    Before you can take any action, you must first allow us to move our people out of the area no matter what they have done, thus avoiding any responsibility whatsoever.

03) Police will give protesters 48 hour advance notice before grand jury decision is announced.
    So we can bus people in to riot.

04) Police will provide to the public information that makes clear the chain of command, who is making what decisions and the processes for deciding when the police response will be escalated.
    So that we can observe, possibly attack, and even escape before the riot squad is officialy sent in.  So that we can determine from which direction law enforcement is coming in from.

05) Every attempt should be made to communicate with protesters to reach "common sense" agreements based on these protocols, both ahead of time and at the scene of protests.
    So that we can avoid any chance of our people being arrested no matter what they do.

06) Clear standards of professionalism and sound community friendly-policing will be maintained and adhered to at all times.
    When officers are spit on, kicked, hit, have long sticks used on them, are shot or otherwise threatened with immient death, they will treat our people with the respect they deserve.

07) Police will wear only the attire minimally required for their safety. Specialized riot gear will be avoided except as a last resort.
    We will regulate the police, but our folks will wear masks, disguises, and protective gear at will.  This will allow our people to overwhelm the police and have a delay in appropriate levels of response.

08) Crowd control equipment such as armored vehicles, rubber bullets, rifles and tear gas will not be used.
    We can throw bricks, use clubs, use heavy duty boots, and use other forms of weaponry to assautl the police, and they can't use recognized and accepted crowd control proceedures.

09) Police or other government authorities will not interfere with the free flow of information through tactics such as limiting cell or internet access, interception of cell or other mobile conversations or unwarranted wiretaps.
    Because we have every right to network to facilitate flash mob activity, and organize our police counter-measures.  RICO laws would not apply, because... well just because!

10) Every attempt will be made to pinpoint arrests so that only individual lawbreakers will be arrested. "Kettling" and mass arrests will not be used.
    It just isn't right for officers to be able to cordon off an area of out of control protest, so that nobody can escape justice.

11) Safe houses shall be considered sacred ground and only entered by police when called upon or if extremely necessary.
    Places where we bunk for the night during the protests should not be subject to any law enforcement operations.  Staging for violence over a period of days, weeks, or months is our right.

12) Media and Legal Observers shall not be considered participants in protests and shall be allowed to do their jobs freely.
    Leftist media should be able to shoot footage so that they can slice and dice it to show what the police did that was bad, but edit out what we did that was bad.  Our people should also be confident they will be televised around the world, showing the struggle the common man is making against the real perpetrators of abuse.

13) Every attempt will be made to provide alternate routes or other means for non-involved persons to get to places of employment and meet other transportation necessities.
    We toss this in to make it look like our other demands are resoned too.  We all know nobody will be able to go to work in the riot areas, unless they have a death wish.  Capitalism is evil you know.

14) Strategically, police commanders will allow protests to take and occupy larger and more disruptive spaces than would normally be tolerated, and will allow occupation of those spaces for longer periods of time than would normally be tolerated.
    After all, we deserve to be able to disrupt the region as long as we damn well please.  And methods used to reduce our negative impact on the community should be strictly forbidden.

15) Police will be instructed to be tolerant of more minor lawbreaking (such as thrown water bottles) when deciding whether to escalate the use of force.
    We should be able to throw water bottles weighing from one poud to several pounds to hit officers in the head we demanded not have enough protective gear in number 07 above.

16) Police rank and file will be instructed to provide every latitude to allow for free assembly and expression, treating protesters as citizens and not "enemy combatants."
    At no time should our rioters and looters be impeeded or classified to be enemy combatants.  Rioting, looting, and fire-bombings are protected under the First Amendment..

17) Excessive force and other forms of police misconduct will not be tolerated.
    Not limiting their actions to "please" and "thank you" should result in stiff penalities for rogue officers.

18) Intimidation and harassment of protesters will not be tolerated. This includes pretextual pedestrian or traffic stops, contacting of employers or family members, pre-emptive arrests or detention of "leaders," publishing of private information and any other means of intimidation and harassment.
    No matter what our people do, the police should not be able to implement crowd control measures.  The desimination of information regarding rioters should not be legal.  Publishing information for other law enforcement agencies to use to protect their communities should be unlawful.  Taking rioters into custody is gross evidence of harassment.

19) Bond for arrestees will not be set above the levels which would be considered average over the last two years, and arrestees will not be held for periods longer than average lengths of time. Medical care will be liberally made available. Attorneys will be able to travel to and meet with clients without impediments.
    Despite thousands or tens of thousands of people being bussed in to take part in rioting, looting, and mass bedlum, this should be viewed as just normal every-day activity.  No special circumstances should apply.
    If they received special training in urban terrorism, and perpetrate elevated destructive tactics in mass, it shouldn't be used against them.
    In case our people get hurt, you are responsible to make sure public services are afforded to them.
    No persons shall be deemed to be a terrorist or anarchist, and therefore not eligable for an attorney provided at government expense.
    The ACLU will be granted access to any persons taken into custody, regardless of what activity they took part in.

Don’t Shoot Coalition Calls On Police For ‘Rules Of Engagement’

Rules of Engagement???
That is a war term. Are these people suggesting they are going to war against the city, its citizens and the police?
If so here is the ROE.
You loot we shoot. You riot we shoot, you attack, we shoot.
