It could happen, of course, but it will bring those Dems voting for it the strident disapproval of their own Green base. OTOH, they can always blame the upcoming Republican majority - the media will happily parrot that one. I’m still doubtful.
Nothing can come of it unless the House also votes for it. Then it has to go to Obama.
There is no way that Congress can pass a Keystone bill before Landrieu's runoff election on December 6. I can't see Boehner agreeing to something that has the sole purpose of helping Democrats retain a Senate seat.

Look for Dingy Harry to a vote on or after Thursday, November 27. That will give Obama until Monday, December 8 to veto the bill with the runoff election being help on Saturday, December 6.
Do you think that Boehner will help Reid to keep a Senate seat in Democrat hands?

It’s irrelevant. They will pass it, they will praise her for her courage and if she wins, Obama will veto it the next day.
Because as Comrade Gruber puts it, Americans are stupid.
Reid may be able to get away with it because the bill may be one of the many already passed by the House that he has been sitting on and have never been allowed to see the light of day.
I don’t know if that is the case with this bill, but I know Dingy Harry has plenty of bills like that he can select.
Here’s how these criminals work:
They will authorize the building of Keystone, to get her elected, and then Obama will have his EPA Nazi’s impose so many constraints that it’ll never flow a drop of oil.

Assume the worst case situation, that it does sway some votes. Personally, if I were in LA I'd still vote against the *itch who did nothing about it for how many years now, but be real glad to have Keystone settled. Then, whether she's Senator or not, the Republicans can go right on to stopping the invasion of the US and undoing Obamacare, no excuses.

They may have saved them all if they had done that two years ago and gotten the county out of its hole. I hope they believe that and have countless sleepless nights thinking about it.
I thought this was about passing a bill to help Landrieu. I didn’t realize the discussion was about amending a bill to help her.
Harry Reid is sitting on a number of bills that have already been passed in the House. At any time he can call up one of those bills for consideration by the Senate. It may well be that he has a Keystone XL pipeline bill he has been sitting on that has already been passed by the House but he has never before allowed it to be brought to the Senate.
Boehner does not have to pass any bill like that a second time as long as the Senate passes the same bill the House already passed. If there are amendments added by the Senate, you are correct, they will have to conference and the House will have to agree to the changes.

Apparently there is a bill in the Senate.
True, Boehner just has to shelf the bill until the new Congress is seated. He doesn’t have to bring it to the floor for a vote.
