Reid can't amend a bill from the House and then send it to the President. Both chambers must pass the exact same bill. If Reid amends it, it has to go back to the House to be passed again. Boehner doesn't have to bring it up for a vote.

I thought this was about passing a bill to help Landrieu. I didn’t realize the discussion was about amending a bill to help her.

Harry Reid is sitting on a number of bills that have already been passed in the House. At any time he can call up one of those bills for consideration by the Senate. It may well be that he has a Keystone XL pipeline bill he has been sitting on that has already been passed by the House but he has never before allowed it to be brought to the Senate.

Boehner does not have to pass any bill like that a second time as long as the Senate passes the same bill the House already passed. If there are amendments added by the Senate, you are correct, they will have to conference and the House will have to agree to the changes.
