If he keeps doing it by executive orders and regulations there is nothing Congress can do to stop him. Only the courts can invalidate what he does and he knows that won't happen until after he's out of office.

What Congress can do is pass legislation to invalidate his moves, which he will veto, but that at least lets the voters know what the tyrant is up to.
