It could be argued that the present disasters in Iraq and Afghanistan are on Bush. He left the job unfinished. I think there’s truth in your observations. I lean that way on W too, when it comes to the economic crash of 2008. He had eight years to avoid that. Instead he made a few statements, wined a bit, and did absolutely nothing else, that I know of.
