"What's it all about Alphie" is a sing-along that most have heard.
Take out the word "Alphie" and substitute "Draghi" and the answer is "Assuage Investors" in yet another can-kicking exercise.
ECB president Mario Draghi hopes that if he continues with his kick-the-can tactics long enough, that something good will eventually happen.
Hope is really all the ECB has.

Oh come on. Two seconds with Google will tell you that What's It All About, Alfie are the first words of a song called "Alfie," which was the theme of a movie called Alfie, released in 1966 and starting Michael Caine, among others.
The song was written by Burt Bacharach and Hal David.
Perhaps the writer was trying to be clever, using the “F” sound of “ph” and the “F” sound of “gh” as a tie-in, and making both words the same length?
