Of course they do. Do you own property. Have you ever read your title report? Try to change it unilaterally.
Under HOA’s it’s called title and covenants and rules. Can’t change without vote of all owners.

That's true. The original landowner has no real right to the property after selling it. He doesn't own it. The neighbors don't own it.
Folks who don't like what neighbors do on their own properties should move to properties large enough, that they can't see neighbors. HOAs are communistic.
