I know any given state allows an absentee ballot form if you are out of state, in my case, I was out of state for school, the military allows likewise, you send the mail in ballot to the department of elections.

To be eligible to vote early by mail in Texas, you must:
be 65 years or older;
be disabled;
be out of the county on election day and during the period for early voting by personal appearance; or
be confined in jail, but otherwise eligible.

We've had vote by mail for years. The intent was to allow shut-ins and bedridden the ability to vote.
Democrats have mastered the art of stealing elections and use what was meant to help people, help them to cheat.
IIRC, the ballots are kept separate and the signatures on the application have to match the returned ballot...when you don't have a Democrat County Clerk.
