Excellent points — this is not just some “crazy lone wolf” — this was most likely funded and incited by some Islamic terrorists — some articles mention that there was a lot of terrorist chatter prior to this attack and that the Muslim terrorist organizations were encouraging and helping such lone wolf attacks, which are still terrorist attacks.
You make a good point. It looks likely he had a "handler" who supplied the stuff and info the shooter needed.
Also, it was earlier reported the shooter was of Algerian decent, which would make him not so much of a "convert".
