This hand gesture represents shahada, the first pillar of Islam - emphasizing that their is only one God. Strict monotheism (no saints, no undue elevation of individuals, gravesites, etc.) is a particular point of emphasis for the puritanical/fundamentalist Sunni sects. It is the main doctrinal reason they cite for killing Shia Muslims - committing the inexcusable sin of “shirk”, attributing Godlike characteristics to anything but Allah (e.g. performing miracles, answering prayers, granting wishes, adoration that is like worship, etc.).
This hand gesture is not unique to ISIS, but it is characteristic of them.
Desert Arabs communicate by gesture more than most folks. It is a cultural thing with them. If you tell one yes, but make the hand gesture for no, they tend to mostly treat it as no.
It also has a bit of history as a kind of wordless battle cry - firing up the holy warriors (jihadis)in their certainty of their righteousness, as they close for battle or execute a prisoner.
Remove Turkey from NATO. TODAY. And then isolate them completely until their government falls.

Anyone can see that ISIS comes from over the Turkish border, fully armed and equipped. The world has allowed Turkey to foster this group, because of the aim of overthrowing the Syrian govt (a very evil aim.)

Even then my FRiend, their words and actions are subterfuge. Greed has led our 'leaders' to play nice with these vipers for many decades now. The Book tells us that the love of money is the root of all evil. Our governors love money more than their own families. Look at Thad Cochran in Mississippi. He lives with a money whore in D.C. while his wife rots away in a nursing home.

I don’t think they are mutually exclusive. I think their aims are aligned, perhaps for different reasons. But I think they are both ISIS supporters.
If you truly believed that you could tell me which islamic group are the GOOD guys. Can you tell me that?

You just a scorecard to keep them straight, who hates whom, who the Obama administration is saying is going to attack us next, who is crucifying people, who is simply beheading, wha the Saudis back, and who the Qataris are backing this week.
