Oregon rolls out legal-pot plan far different from Washington’s
The Seattle Times ^ | 10/5/14 | Hal Bernton

PORTLAND — Matt Price sells 100 different kinds of edibles, tinctures, buds and other marijuana offerings to the patients who frequent Cannabliss, the medical dispensary he opened up in a historic brick building that once served as a fire station.

Unlike in Washington, Price’s medical-marijuana business is licensed by the state, and all the pot he sells is subject to mandatory testing and labeling.

The 28-year-old entrepreneur says he’s now ready for his next step — an expansion into recreational marijuana if Oregon voters pass a measure this fall that would legalize pot sales to anyone 21 years of age or older.
...
The expansion of Oregon medical-marijuana marketers into recreational sales would mark a very different industry evolution than in Washington, where there is a sharp separation between heavily regulated pot shops open to all adults and a much bigger medical-marijuana trade with scant government oversight.
...
In Oregon, the wording of the 35-page ballot measure assures that there would be plenty of other differences from the legalization of marijuana in Washington:

• The Oregon initiative would allow people to grow up to four plants in their homes, a practice prohibited under Washington’s marijuana law. Oregon would allow users to possess 8 ounces of pot for recreational use at home, compared to 1 ounce in Washington.

• In hopes of creating a more efficient industry, the Oregon initiative would allow for a single business enterprise to grow, process and sell marijuana. In Washington, separate businesses are required for each of those functions.

• In Oregon, there would be no driver-impairment level set for THC, the psychoactive compound in marijuana, as there is in Washington.

• Taxes on recreational pot would be much lower in Oregon, in hopes of drying up the black market.

Gotta laugh. States violate Federal drug laws and the judges just nod. But if they write abortion or marriage law, the black robed thugs move fast. Forget the constitution. Political correctness rules.

Cop pulls you over, finds a couple of grams of pot in your car, and arrests you for not having the tax stamp?

So you support the expansive Commerce Clause over the Tenth Amendment?

bet this will spur growth of the underground market.

This guy might not have a business in two years given the cheaper pot from the criminal element.

I was going to point that out myself.

The way states are dealing with weed is exactly as constitutionally intended. The way fed.gov deals with abortion and marriage is exactly what the constitution intended to prevent.

I don’t know anything about growing pot, but it seems to me four plants, home grown year around, you would never have to buy pot, and pay no taxes.

I defer to those in the know, if this would be correct.

Nope - anybody willing to buy illegally from illegal sellers is already a customer of the underground market; legalization will merely open up options for those who are NOT willing to buy illegally from illegal sellers but are willing to buy legally from legal sellers.

This guy might not have a business in two years given the cheaper pot from the criminal element.

The criminal element cannot compete with law-abiding businessmen on a level playing field; it's only excessive taxes, which the criminal element doesn't pay, that allows them to compete ... but "Taxes on recreational pot would be much lower in Oregon."

I wonder if marijuana tends to form “volunteer” sprouts? Would be a drag to go to jail when that fifth one popped up!
