Who is calling the shots on the ground?
We are supposedly not putting any boots on the ground, so where is our intelligence coming from?
Ask the same about Afghanistan, struck from the air with Big Bang drones for 13 years yet the Taliban somehow still keep attacking us. A big gun isn’t worth anything if you can’t accurately hit with it.
Drones gather ISR. And we do have intel people working with the Iraqis in country, so it’s likely the Iraqis would convey where targets are.
