The weasel at the CDC have a professional duty and a moral ( if not an actual legal) obligation to notify the passengers on those flights, if for no other reason to encourage them to self-report.
As with the other minions of this regime, the CDC
is acting in a purely political fashion. This would be cause for revoking a professional license in other arenas, for starters.
The thing this approach accomplishes is destroying the public’s trust in this and other government agencies; and ultimately in this form of government.

It would stigmatize the people and the country that the patient came from if he made any such identification,
so he can’t do that. The patient is most likely non-white, so that makes it even more imperative that he and his country not be stigmatized.

Texas has a state health department and one of the world’s premier health establishments plus two huge university based medical education systems. Texas, when ranked with the world’s nations, is a contender in the nation class without the CDC.
Governor Perry has a chance to show the nation and the world what he is made of. State powers trump federal powers and, unless I am horribly mistaken, the state can do just about anything the feds can so long as the actions are taken within the borders of the State of Texas.
