He's already said not getting new gun control legislation passed was his biggest regret. He has nothing to lose by doing it through an executive order because he's never going to be punished for his tyrannical abuse of power and he knows it.

It should apply to all those “Americans” returning from Syria and who have trained and fought with Isis, suspending their 2nd amendment rights pending a federal court application and review.
