If lawmakers don’t put an end to budget cutbacks known as sequestration, which are scheduled to go back into effect in 2016, the force level could fall to 420,000. Cutting the military in the middle of a war in order to preserve the Welfare State.

Getting rid of as many officers as possible is all about the possibility of Martial Law or a variation thereof. Zero knows that the current crop of officers in the military probably wouldn't fire on its citizens.
Replace them with third worlders with no allegiance to anyone and you have a different type of military. This is what its all about. And its been going on for a while.
As to the budget cuts the specific cuts were decided by the regime not congress.
