AS companies realize they can't compete in the lowest level of premiums because of the free riders they will drop out. Then, the disillusioned who bought into this scam will find themselves paying higher premiums to subsidize the free riders.

AS companies realize they can't compete in the lowest level of premiums because of the free riders they will drop out. It's not the free riders, that's nothing. It's the "guaranteed issue".
