It was the result of a complaint of somebody who had assumed an act of prostitution was taking place.
An officer can affect an arrest, if there is cause. He had reason to ask for her identity and she refused, so that is why she was arrested.
It was justifiable.

Assuming this went down as described, I’m going to split from the majority here and say this looks like a legitimate complaint to me.
The term is “probable cause” but it essentially means the same thing. I think Watts has a legitimate complaint if the circumstances are as described however there could be more to this story that we don’t know yet. I will comment from the perspective of being a former LEO though -
No matter now far the culture thinks we’ve come I think most people still don’t like to see open displays of affection by mixed race couples which could very well have been a factor as to why the police questioned them in the first place. It’s not a “pretty” answer but it is what it is.

Would the officer have pursued a complaint based on a man and a woman kissing if they were both white? I doubt it.

'I knew that I had done nothing wrong, that I wasn't harming anyone, so I walked away.
And there it is.....cops are racist because they stop you to make an inquiry and you're completely justified in just blowing them off. When those actions take their inevitable course, it's time to cry racism.
