Seems to me he was just one step behind the program.
For a while there ISIS was down on the AQ types and knocking them off wholesale. Larry here seems to have done some of the tongue wagging in aid of that.
Now apparently ISIS wants to make nice with AQ so Larry gets it in the neck as a peace offering.
