I read the article. It seems that the authorities have known all along who the perps are and they're trying to avoid assault charges on those who committed this crime and serious time in a juvie jail with their inner city peers.

I'm upset that they said they can't do anything because it didn't happen in school. In OH, any criminal activity by three or more can be defined as gang activity. If the authorities want they can and should demand justice.
