Russian President Vladimir Putin has said he is hoping for a peace agreement to be reached between Ukraine and pro-Russian rebels by Friday.
Mr Putin urged both sides to stop military action in eastern Ukraine, adding that his views and those of his Ukrainian counterpart were very close.
Ukraine President Petro Poroshenko said they had agreed a "ceasefire process".
US President Barack Obama said he stood with Ukraine's people because they had a right to determine their own future.
Speaking in the Estonian capital Tallinn, Mr Obama also said Nato would guarantee the independence of the Baltic states.
"You've lost your independence once before, with Nato you'll never lose it again," he said.
A Nato summit opening in Wales on Thursday is expected to back plans for a rapid response force.

The so-called “sanctions” should stay in place until Russia surrenders the illegally occupied land.
Listening to Obama now, totally parsing on Ukraine and sounds like he is basically saying he isn’t going to do a damn thing.....no wonder Ukraine is surrendering.

Merkel because she needs russian gas and Obama because he really does not give a flying foxtrot and probably could not point to ukraine on a map.
Poor Ukraine thought the world would come help it against Putin, how wrong they were to trust countries who are dependent on Russian energy or a guy who frankly is disengaged and could not give a stuff.
Ukraine is not going to shed more lives to control people who reject its rule.
I think its sensible - of course the loss of the Donbass is a huge defeat for the Maidan regime in Kiev but it had to realistically face the prospect it could count on no real help from the West.
This is far larger than the loss of Crimea but freed of a hostile Russian-speaking population, the country can now rebuild and develop closer ties with the West.

American President Barack Obama has denounced journalist Steven Sotloff’s murder as “a horrific act of violence” and insisted that the US would not be “intimidated” by militants’ threats.
Speaking before he arrives in Wales later today, Mr Obama said: “Whatever these murderers think they will achieve by killing innocent Americans like Steven, they have already failed.
“They have failed because, like people round the world, Americans are repulsed by their barbarism. We will not be intimidated. Their horrific acts only unite us as a country and stiffen our resolve to take the fight against these terrorists.
“Those who make the mistake of harming Americans will learn that we will not forget, that our reach is long and that justice will be served.”
