Since I mention those foibles of such people, it sounds fair. Nobody’s perfect, but nobody ought to be expelled on the basis of who they are either, but instead according to what they do. Is Guatemala saying that they do not have a justice system?

Being in what looks like a cult, and allegations of child abuse are often enough “do” for most people in most places. May not be fair, may not be due process, but is how it is in many places.

Looks like the justice system spoke there. The Elders Council may indeed have some authority there. They clearly can cut off their utilities and water in any case:
