Probably. But Obama's calculation is that he is willing to concede an election cycle or two knowing that the GOP advantage will be short-lived and that they will do nothing to roll back his leftist advances. In another four or eight years the demographic wave he has un-dammed will play out and the left will have won. Permanently.
Or, until the shooting starts.
