Did he not get the memo that they are the JV? Is he going to have to walk this back tomorrow?
Diane Feinstein said the same thing yesterday. I get the feeling that these are the official talking points of the administration but that Obama wants to stay clear of the call for ground troops in Iraq. If enough others repeat this over and over again, he can play the reluctant leader so as not to alienate the left wing base for the upcoming elections as well as to insulate himself from blame when something goes wrong.
