1. The St. Paul police watch commander initially had no information on the exercise.

2. He was later informed that it was a training exercise involving Homeland Security and local law enforcement.

Supposedly Minneapolis police were informed but not St. Paul police. Apparently the good folks at Homeland Security aren’t aware there are two separate and independent cities here.
