With no warning, low-flying copters buzz St. Paul, Minneapolis

With no warning for residents, military helicopters flew low Monday evening over St. Paul and Minneapolis in a federal training exercise, about which officials released almost no information.

The exercise -- reportedly involving U.S. Navy Seals with Army pilots, engaging in rappelling exercises in an urban setting -- began just before 8 p.m. and was scheduled to last until midnight.

The St. Paul police watch commander initially had no information on the exercise. He was later informed that it was a training exercise involving Homeland Security and local law enforcement.

. . . Many downtown residents said they were shocked and afraid at the sudden sight of military helicopters flying so near to their buildings.

Lynda Hanner, who lives on the 27th floor of City Walk Condominiums at 66 E. Ninth St., was surpised to see a helicopter flying just outside her window.

"At first I thought he was in distress -- in the process of crashing," Hanner said. "It was very frightening. They were playing dangerous games in my back yard, and I didn't appreciate it."

Supposedly Minneapolis police were informed but not St. Paul police. Apparently the good folks at Homeland Security aren’t aware there are two separate and independent cities here.

No. Not too much to ask. Some watch commander not knowing though, I’m inclined to believe he didn’t pay attention to the notice — especially if he wasn’t working the downtown sector. Do you know what sector he was working in and what sector the helo’s flew in?

Roger that. Perhaps someday our national symbol will be mongoose. You brought to mind a poster that was in just about every barracks and work area when I was in the service (a century or two ago). It was an eagle (or hawk) swooping down on a mouse with gleaming talons extended. The mouse in turn was standing there looking at the raptor, giving it the finger. The words at the bottom of the poster said "The last great act of defiance."

So DHS, geniuses they are, notified Minneapolis but a) did not notify St Paul because they didn’t know they are separate cities, or b) notified St Paul and some watch commander didn’t pay attention and was unlucky enough to answer the phone when the press called.

I think an exercise of this magnitude requires more than notifying a watch commander. Like saturating media with a warning for a couple of days ahead of time.

Silly question. OF COURSE THEY WERE...all military helicopters come from the factory with Bose Speakers and "Ride of the Valkyries", "Sympathy for the Devil" and "Won't Back Down" as standard equipment.
