It sounds to me from the conversation that the officer was firing warning shots that were deliberately missing the charging Jolly Mean Giant.....till the perp showed no signs of stopping....and then one purposely-aimed shot dropped him in his tracks.

LeniPolice do not fire "Warning shots". In real life the bullets have to hit something, somewhere if they do not hit the target. They are trained to aim at center of mass - the chest. They never fire their weapons just to get someone's attention or to wound - no aiming for the legs or gun hand like in the movies. They always shoot to kill. That is the way they are trained.
Having said that, they do miss a lot.
