Your numbers seem pretty darn high. Perhaps those percentages apply to ghetto inhabitants but not the entire black population.
I agree with Bigg Red. Although I think in various pockets of population your numbers are in the ballpark, overall, I don’t think they are nearly that high, not even close.
Hard-working middle-class blacks may not be vocally condemning what they see, but they work hard for what they have, and aren’t likely to sanction others just walking in and taking it.
